Resolving this now, this was a co-incidence of Amazon shifting their peering to Sydney at the same time as Cloudflare expericnging an outage to their 1.1.1.1/24 subnet due to BGP hijacking by a large global ISP.

We have identified that Cloudflare through ACTIX peering in Canberra is seeing packet loss between 20-60%. We have disabled peering with Cloudflare in Canberra for now. AARnet the other peer on ACTIX peering in Canberra is not experiencing packet loss. We will continue to monitor the situation.

At 8:23am we have observed Amazon drop peering at ACTIX peering in Canberra and switch to our Sydney peering providers causing traffic to drop momentarily and regain access. We are investigating across the network to see if other networks are affected.
